Mexico Pulled the Plug on Royal Caribbean's Massive New Private Destination
Mexico's environmental ministry has officially rejected Royal Caribbean's $600 million Perfect Day Mexico project in Mahahual, citing threats to mangroves, coral reefs, and groundwater. Here's what it means for cruisers.
Royal Caribbean had big dreams for the Caribbean coast of Mexico — a sprawling, $600 million private destination in Mahahual called Perfect Day Mexico, complete with a water park featuring over 30 waterslides, pools, a lazy river, adults-only areas, beaches, restaurants, and bars. The crown jewel was going to be Jaguar’s Peak, a 170-foot-tall slide tower. At full capacity, the resort would have welcomed up to 21,000 cruise guests per day.
Those plans are now officially off the table.
As reported by Royal Caribbean Blog, Mexico’s Secretariat of Environment and Natural Resources (SEMARNAT) formally rejected the project’s environmental impact application, with Environment Minister Alicia Barcena making it plain: “It is not going to be approved.”
Why Mexico Said No
The rejection wasn’t a close call. SEMARNAT’s technical review identified a serious list of environmental concerns, and regulators evaluated all project elements together — meaning the cumulative impact carried far more weight than any single issue in isolation.
The key sticking points:
- Mangroves: The construction site sits dangerously close to protected mangrove ecosystems, which are critical for coastal erosion prevention and serve as nurseries for marine life.
- The Mesoamerican Reef: Perfect Day Mexico posed risks to one of the world’s largest coral reef networks, a UNESCO-recognized system that stretches from Mexico down through Belize, Guatemala, and Honduras.
- Groundwater: Regulators flagged serious concerns about the project’s potential to damage the region’s fragile underground hydrological systems — the very aquifers that communities and ecosystems depend on.
On top of the technical findings, SEMARNAT received more than 14,000 public comments during a formal review period earlier this year, an unusually high volume of public participation that signaled just how much this project had captured attention beyond the cruise industry.
What Royal Caribbean Is Saying
To Royal Caribbean’s credit, the company responded with measured respect rather than pushback. In their official statement, they said: “We are disappointed by SEMARNAT’s decision and respect the role of Mexico’s environmental authorities,” adding that “Mahahual is a special place that deserves care and protection.”
The company hasn’t closed the door entirely — they’ve indicated plans to re-engage stakeholders and explore whether a redesigned or scaled-back version of the project could be proposed in the future. So while Perfect Day Mexico as originally envisioned is dead, some form of Royal Caribbean investment in the region may still be on the table down the road.
What This Means for Cruisers Headed to the Mexican Caribbean
If you had your sights set on Perfect Day Mexico as a port stop, it’s time to adjust expectations. The destination was originally slated to debut in fall 2027, so no bookings had opened to the public yet — meaning there are no existing itineraries or reservations affected right now.
Mahahual itself remains a real and worthy port of call. Costa Maya — the existing cruise pier and surrounding area — still offers beautiful beaches, snorkeling along the Mesoamerican Reef, local restaurants, and a genuinely charming small-town feel that many cruisers actually prefer over a large private resort. In some ways, this outcome preserves what makes the area special in the first place.
